@supersat @GovInslee @SkagitPUD I don't know if it is the case here, but some places have water towers for buffer / emergencies, and in a lot of those cases they can a high percent of the electricity used to pump it up.

@GovInslee Perhaps @SkagitPUD could chime in here, but I assume the higher pressure comes from pumps that use electricity, so at best it's a wash? (Or perhaps a way to store excess energy, e.g. from solar) Why is a higher pressure needed in the first place?
