A woman recorded a U.S. Marshal kicking her small dog during an arrest operation in Memphis. The dog was loose on the grounds of an apartment complex.
The woman who shared the video with CBS affiliate WREG said the dog suffered a broken rib.
In a statement to WREG, the U.S. Marshal Service said the incident was “unfortunate” but “not done with malice.”
