Update: the genie is out of the bottle. Aid budget likely to go to 0.55/GNI! The increase covers est. 1/3 of domestic spending of refugees. That's a start: 0.5 has been breached. Sense prevails. Not good: so much domestic spending still presented to world as overseas aid.
