Today in Kyiv, Ukraine’s friends and donors gathered for the 16th Steering Committee meeting of the Ukraine Donor Platform @UAdonorplatform. I had the honor of opening the meeting and presenting to our partners the key priorities for strengthening resilience and advancing recovery. Our number one priority is energy. Thanks to our partners’ support, we made it through the hardest winter under constant Russian attacks on our infrastructure. During this heating season, we received more than €600 million in contributions to the Ukraine Energy Support Fund, and this support helped secure equipment reserves and enable rapid repairs after Russian strikes. We also presented comprehensive plans to strengthen the energy resilience of Ukraine’s regions for the coming heating seasons, with a total value of €5.4 billion. Part of this funding will be covered by the state and local budgets. At the same time, given the serious challenges the state faces in wartime and the broad financing needs across multiple sectors, we are counting on substantial support from international partners and donors to help cover this need – both through financial contributions and through the delivery of critical equipment. Even amid the challenges to our very survival, Ukraine continues to move steadily and actively along its European integration path. We are working to close all negotiating clusters already this year. My sincere thanks to everyone who continues to stand with Ukraine. Your support helps us preserve stability and continue moving forward even in the most difficult times.

#Lithuania has contributed €10mln in voluntary funding to the 🇪🇺 Ukraine Facility, reinforcing the Team Europe effort to support Ukraine’s recovery and reconstruction. We stood with #Ukraine since the first day of Russia’s full‑scale aggression and will continue supporting Ukraine’s long‑term recovery and resilience. Since 2022, Lithuania’s assistance to 🇺🇦 has exceeded €1.7 billion.

I agree with my colleague and friend @Andrii_Sybiha - this report by the #UN Independent International Commission of Inquiry on #Ukraine is indeed groundbreaking. #Russia, the infamous Member of the UN Security Council, is accused of conducting policies that - due to their systematic nature, scale, and gravity - are considered as constituting crimes against humanity. For many in Ukraine, this report states the evident. Ukrainian people need to live through these horrors by the aggressor state every day. However, when it comes to international efforts to bring Russia to justice, this is another major evidence into the case of Russia's accountability. Forced deportations of Ukrainian children, ill-treatment and arbitrary executions of Ukrainian prisoners of war and civilians - nothing will be forgotten, nor forgiven. #Lithuania will not rest until the moment when all those responsible for the crime of aggression against Ukraine and unprecedented war crimes against its people are brought to justice. For this very reason, we were first to complete our internal procedures to join the Special Tribunal in the Hague. In one week, it will be three years since ICC issued first arrest warrants against those responsible for the forced deportations of Ukrainian children. One arrest warrant was issued for Putin himself. It is high time to identify the remaining war criminals inside the Kremlin and outside its walls, and to step up our efforts to  bring them to the Hague.

Ukraine welcomes the latest report of the UN Independent International Commission of Inquiry on Ukraine, as well as its conference room paper on the deportation and transfer of Ukrainian children. The Commission’s findings confirm that Russia’s widespread and systematic violations of international humanitarian law and international human rights law, including the deportation of Ukrainian children, constitute crimes against humanity and form part of a coordinated state policy approved at the highest level, including by Putin. The international community must increase pressure on Russia to compel the aggressor to stop the ill-treatment of POWs and civilian detainees, ensure their release, and secure the return of deported and forcibly transferred Ukrainian children. Together, we must step up efforts to hold all perpetrators accountable and put an end to Russia’s sense of impunity.

The World Bank, together with the Government of Ukraine, the European Commission, and the United Nations, has presented the RDNA5 report. According to the assessment, Ukraine’s total recovery and reconstruction needs amount to $588 billion. The estimate reflects the situation as of the end of December 2025 and does not yet include the destruction caused in January–February 2026. Damages in 2025 alone reached $64 billion, with the pace of destruction accelerating by more than twofold. The most severe damage has been inflicted on housing, transport and logistics infrastructure, and the energy sector. This report provides internationally recognized damage estimates that can be used both in reconstruction planning and in legal claims against the aggressor state. It also identifies potential sources of financing for recovery, estimating that approximately 40% could come from the private sector. Together with the World Bank, we are moving to the next stage and are already developing the Future Economy model, which we launched last year. This is a long-term development framework that outlines the steps, resources, and reforms needed to build a successful, resilient economy and to synchronize the efforts of the government and all partners. Ukraine’s recovery is a shared responsibility of the democratic world. Our task is not only to rebuild what has been destroyed, but to create a stronger economy and ensure the country’s long-term capacity. I thank all partners who continue to stand with Ukraine.

🇺🇦🇱🇹 Ukraine has received 22 generators (13 MW total) to support hospitals and district heating and water utilities in Kyiv. Since the start of the full-scale invasion, Lithuania has provided 348 humanitarian shipments - over 5,900 tonnes of energy equipment. Lithuania’s contribution to the Ukraine Energy Support Fund amounts to EUR 5.7 million. Today, we held an urgent coordination meeting of the G7+ group on energy support for Ukraine. Together with @Denys_Shmyhal, @OleksiiKuleba and @andrii_sybiha, we briefed our partners on the situation in the energy sector across Ukrainian cities and regions, as well as our immediate needs to restore energy infrastructure. I thanked @jnbarrot @DanJoergensen for helping organize this meeting and our partners for the assistance already provided and the new support now on its way to Ukraine. In total, this represents more than 6000 units of major energy equipment, as well as new contributions to the Ukraine Energy Support Fund, including the following: 🇪🇺 European Union: 447 generators; 🇮🇹 Italy: €10 million contribution to the Fund, as well as an additional €50 million earmarked in the 2026 budget; 🇱🇹 Lithuania: 90 generators; 🇩🇪 Germany: €60 million and an additional equipment package including 33 cogeneration units, 15 mobile hybrid generators, 300 photovoltaic systems, 375 battery units, 31 boiler installations, 45 units of construction machinery, and 10 water heaters; 🇬🇧 United Kingdom: almost €23 million to the Fund; 🇺🇸 United States: more than $400 million for humanitarian projects to help Ukrainians this winter; 🇫🇷 France: over 100 generators with a total capacity of 13 MW; 🇯🇵 Japan: 140 small and medium-capacity generators, 60 small and medium transformers and repair equipment, 2 combined heat and power stations, and 13 sets of frequency converters. I invited the participants of the meeting to visit Ukraine to see with their own eyes the consequences of Russian strikes and their impact on the daily lives of our people.

While Russia’s energy terror continues, generators and other forms of energy support are vital for Ukrainian civilians during this winter. We thank all our partners for standing with Ukraine in these difficult times. 🇱🇹 Lithuania will send to Ukraine more than 90 generators worth over €2 million. 🇦🇹 Austria has decided to allocate €3 million in humanitarian aid to Ukraine to support the most vulnerable. As part of regional cooperation, the state of Lower Austria will also deliver 12 generators to the Kyiv region. 🇩🇪 Next week, we also expect a substantial winter assistance package from the Federal Government of Germany aimed at boosting Ukraine’s energy security. 🇱🇺 Luxembourg has decided to supply 33 generators with capacities of 6, 45, and 80 kW. Additional decisions on energy support are expected soon, including through projects of the LuxDev development agency. 🇹🇭 The Kingdom of Thailand made a humanitarian contribution of around $165,000 via the Thai Red Cross. The funds will be transferred to the Ukrainian Red Cross to purchase generators, medical equipment, and medicines. 🇺🇦🇨🇳 During a Christmas charity fundraiser organised by the Ukrainian Embassy in China, nearly $6,000 was raised. The funds have now been transferred to support the Sumy Regional Clinical Hospital, including the purchase of essential medical equipment. 🇭🇺 The Hungarian Reformed Church purchased a 450 kW generator in Switzerland for another hospital in the Sumy region. 🤝 The “Transcarpathian Dragon Feeder” charitable foundation, together with partners from the Hungarian-American charity “Direct to Air,” expanded the Warm Kindergarten initiative to frontline regions. One kindergarten each in Kharkiv, Sumy, Mykolaiv, and Kherson will be renovated, insulated, and equipped with new furniture. Thank you for bringing warmth to Ukrainian communities!
