if someone considered holistically good enemy design all across the board like Doom or Final Fight or whatever to be a must, they'd consider the cultists being by far the biggest threat to be a dealbreaker. wouldn't even be unreasonable. this is why overall quality is subjective.

surprised Blood's so often seen as a great game, often the best Build engine game, since I could easily see "unbalanced enemy design" critiques override such an appraisal. it basically shows it's not "objective" & something can be flawed but people can REALLY like the good parts.

One discussion point is how to localize battle cries. In JP, a character will use Flowing Slash and yell “Flowing Slash!” as if they were a Pokemon saying their name. I much prefer avoiding the ability name and having the character say something that matches the moment.
