Michigan is a ‘no fault’ state so each company will take care of their customer and be done with it. If police issued a citation the one company could pursue costs with the other.

Last couple of accident scenes I have been at, the cops don’t want to issue citations. One said “we will let the Insurance company sort it out”. Then the Insurance companies say each driver is responsible for their own damage, and rates go up for BOTH. So good drivers get penalized
