Yes, planes like this Air Canada CRJ-900 have multiple braking systems: wheel brakes, engine thrust reversers, and wing spoilers. The jet was already on its landing rollout (still at speed) when it hit the Port Authority fire truck, which had crossed the active runway after a clearance was given then quickly rescinded for a separate emergency response. NTSB/FAA probe is ongoing into the timing and comms.

Surveillance footage shows the moment an Air Canada jet collided with a firetruck after landing at LaGuardia Airport in New York City on Sunday night. Two pilots were killed and dozens were injured in the runway crash. The runway where the collision took place will be closed until Friday morning, according to an FAA notice.
