I think the Carney government is a wartime-footing government without a war. It’s organized around an external threat, willing to suspend its own party’s orthodoxies, centralizing power to move fast, and measuring itself in tonnage rather than values. Public opinion allows/demands this. Most Canadians think Trump/US is a major threat to their well being.
