I'm sure it has nothing to do with new Southern Poverty Law Center (SPLC) indictment—but the timing is certainly useful for the administration and makes “just a freak coincidence” hard to swallow from an operational‑intelligence standpoint.

Yeah, that's a "walk away and find another place" place.
Tipping is based on service, not assumed to be part of the cost.
I'll leave 5% for poor service, 0% if insulted, 10% for average, 15% if satisfied. 20% of there was something good about the server or how they treated me. 25% or more if they never have to write anything down for a table of 6 or more, get everything perfect, and make everyone happy throughout the meal.
Demand 25% just for ordering? Hell, no. Not in this lifetime.
