1. Parents should not be hooking up their own payment cards to their kids' phones. 2. Rates may suck, but it's the users' fault for not understanding how percentages/statistics work. If the user is too young to be reasonably expected to understand what 1.2% drop rate means, then they are too young to be allowed to spend money on it by their parents. I don't play Genshin, but based on my experience with other gacha games, I'd bet the devs aware enough to have the actual drop rate tables available in-game.
