J&K PMGSY Funds 86.03% to JAMMU  13.97% to KASHMIR Why Kashmir's "Statehood Band" must learn something from Jammu's Jitendra Singh and Surinder Choudhary On Tuesday, Chief Minister Omar Abdullah went rather out of way to shower praises on the Union Agriculture Minister Shivraj Singh upon hearing that he had provided ₹8,000 crore to J&K in a single year for development of rural roads under PMGSY. We attempted to know where these thousands of crores were actually going. What we learnt raises doubts that a precise break up of the Division-wise and District-wise distribution of PMGSY funds has not been made available to HCM. We noticed that the proverbial lion's share of these funds is going to just one Division (Jammu)-- mostly to the VIP constituencies/districts of two particular leaders, BJP's MP/Union Minister Dr Jitendra Singh and NC's MLA/ Dy CM (Minister of R&B) Surinder Choudhary. In the particular Batch-2 [₹3,566 cr], profusely appreciated by HCM, ₹3,067 cr (86.03%) has been sanctioned for Jammu and just ₹498.36 cr (13.97%) for Kashmir. Jammu's districts are slightly larger than Kashmir's in area but the gaps in distribution of funds are inexplicably huge. यह घटना यूपी के शामली के लिलौन गांव की है। लिलौन निवासी मोमीन के परिवार से इसी गांव का निवासी शिवम नामी एक शख्स रंजिश रखता है। रंजिश महज़ चुनावी है। लेकिन इस चुनावी रंजिश में शिवम ने ऐसी क्रूरता दिखाई है, जिसने मानवता को शर्मसार कर दिया है। बीते महीने मार्च की 10 तारीख को मोमीन के दो बच्चे घर से यह कहकर निकले कि वो खेलने जा रहे हैं। इन बच्चों को शिवम और उसके साथी नितिन और गोलू दोनों बच्चो को बहला फुसलाकर बडी नहर पर ले गए। आरोप है कि इन तीनों ने दोनों बच्चों को पहले बेरहमी से पीटा और फिर नहर में फेंक दिया, चूंकि एक बच्चा तैरना जानता था तो वह अपने छोटे भाई को भी किसी तरह नहर से निकाल लाया। इसके बाद शिवम और उसके साथियों तीनों ने दोनों बच्चों को अपने घर में बन्धक बना लिया, और उन्हें निर्वस्त्र करके बेरहमी से पीट। बच्चों के साथ हो रहे अमानवीय एवं क्रूरता की सूचना पाकर मोमीन मौके पर पहुंचे, तो शिवम और उसके साथियों द्वारा उनके साथ भी गाली गलौज की गई। जिसके बाद मोमीन द्वारा @112UttarPradesh पर कॉल कर इस पूरे घटनाक्रम की जानकारी दी गई। आरोप है कि पुलिस द्वारा आरोपितों के खिलाफ कोई कार्रावाई नहीं हुई है। अब यहां से कई सवाल हैं। क्या @dgpup की @Uppolice बच्चों के साथ अमानवीय एवं क्रूर रवैया अपनाने वाले शिवम और उसके गुर्गों के खिलाफ सख्त ऐसी कार्रावाई करेगी जो नज़ीर बने? इस घटना को एक महीने से भी ज्यादा का वक्त बीत गया है, लेकिन आरोपितों पर कोई कार्रावाई तक नहीं हुई है, ऐसा क्यों? @myogiadityanath की @UPGovt में बच्चों के साथ क्रूरता करने वालो के साथ पुलिस इतना ढुल मुल रवैया क्यों अपनाए हुए है। इस मामले का @NCPCR_ को संज्ञान लेना चाहिए, दोषियों को ऐसी सज़ा मिले जो नज़ीर बन जाए।
