The National Security Act on 1947 established the agency and explicitly limited its mandate to foreign intelligence activities. Specifically, “Section 104 D-1”of the Act states: "The CIA shall have no police, subpoena, law-enforcement powers, or internal-security functions." This provision was designed to prevent the CIA from engaging in domestic law enforcement, surveillance, or security operations, roles reserved for agencies like the FBI, and to protect civil liberties by keeping the agency's focus abroad.
