It's very clearly presented as its own thing introduced by the artificial phenomenon and not as a thing you see now and then.

Newfag detected. In 2002 nobody knew what a 'shiny' was. Red Gyarados was part of the plot of the game, not an introduction to 'shiny' as a concept. You're out of your depth. Each and every one of my male classmates were playing this game and not once did 'shiny' come up.
