It was probably the constant publicity that Binance was going to list it without satisfying the prerequisites like other coins just because someone else said so. It's also possible and likely that as @udiWertheimer said supporting Runes infrastructure at that scale was not on their agenda. Demonizing them while begging them to list while also comparing them to exchanges that had adopted probably didn't help either. Overall I think a majority of the community would have supported having a square talk from the get-go about how to get listed and then negotiating and fulfilling those terms would have turned out entirely different, but it doesn't matter. Binance stonewalled the 🐕.

exchanges aren’t charities they are for-profit businesses if a token has low trading volume (meaning that binance can’t expect to earn any significant amount with trading fees), and the community loudly refuses to provide any % of the supply, and the listing would require to implement a new protocol (increasing the costs for the exchange), then i think a better question to ask is why WOULD they list it?
