Yes this is not the first person He's put in check because of an off leash dog. Its a city, a city with lots of people, lots of people with Dogs.

Notice when he sees the female officer, he starts crying out "he put his hands on me. I told him not to. He put his hands on me."
When he realizes she isn't going to offer him sympathy, he immediately returns to being calm, cool, and collected.
