witnessed horrific scene involving 2 @CapeTownCCID officials & a homeless man on Long str opp Steers. 1 CCID official pinned the man down while another had his LEG on the man’s THROAT! I was driving past, so I don’t have context of the situation but it’s unacceptable, regardless!
