Valyria was a magical city with technology far advanced of present-day Westeros/Essos. It was a city of dragonlords and the Targaryens were like, middle-class there; except they had a seer in the family that foresaw the “Doom of Valyria” (erupting volcanoes/a bunch of bad magical shit destroying the place) and the Targaryens fled early and settled Dragonstone
Valyrian steel specifically was forged with dragonfire and magic that only Valyrian maesters knew so the technique is pretty much lost
