@FriedKielbasa @amiomariam @crosstown_line are there proposals for addressing distressed building that do not directly adjust rents in a more tailored way? if so, what is your analysis of these proposals?

@amiomariam @crosstown_line but if you have 9% of buildings that literally can't afford to maintain themselves. this is a big issue. the bigger issue is that freezing rents for 4 years will cause that number to increase by a lot
adjusting rents in a more tailored way would fix this issue

@FriedKielbasa I'm not clear on why exactly this is the case though, since Major Capital Improvements (MCI) iiuc are eventually amortized into NOI. My understanding on first read is that MCI costs can be recovered over 30 yrs by compounding 2% rent increases (unclear if that's enough).

@FriedKielbasa nvm, I thought some improvements are not included in NOI, but they are. It's more about low NOI resulting in inability to secure loans for improvements.

@FriedKielbasa "it’s a reasonable metric..." - in some cases, yes, but seems like we're saying that it is not in many cases. But the RGB from my (limited) reading primarily uses NOI, and makes limited use of others, so this seems like an important topic of discussion.

@FriedKielbasa Yea since the topic is on distinguishing these metrics, I think it's important to clearly indicate which is being discussed (and ideally discuss the relative merits of each meanwhile).

@FriedKielbasa But it's less clear to me in what sense labor unions are stronger. My interpretation of "stronger unions" is that there are laws that force the government to accept these labor requirements as truly necessary. Is that the case, and if so, what are these laws?

@FriedKielbasa The NYT report provides lots of evidence that the project involved unnecessary labor requirements, even getting some union leaders to admit so (though wasn't clear to me on first skim what proportion of excess was due to excess union labor costs).
