I'm not saying everything he did was wrong. I actually support some of these actions. But he wasn't a peacenik. Cold war grew under him and increased the US nuclear arsenal by 50%.

Bay of pigs, missiles in Turkey, blockade of Cuba, etc happened under him. Troops in Vietnam went from 900 to 16,300 under him.

Plenty of time to consider and plan a withdrawal. Remember Charlie Kirk criticised Israel and was dead within 2 weeks. JFK longer than that.

1963 memorandum he said he'd soon pull 1k troops out and if things continued to go well he could pull them all out in 1965. It was an election ploy and even then only if they were winning.

The memo basically said we are making great progress and we should win soon so we can withdraw troops. Nothing indicated that he would withdraw the US if we didn't achieve victory.
