The stolen phone itself remains traceable in theory:
- Its **IMEI** can (and should) be blacklisted by the network provider once reported stolen, preventing it from making calls/texts/data on UK networks (and often internationally via shared databases).
- Government work phones typically have enterprise MDM tools, so remote lock/wipe is standard — which matches the report that it was “shut off remotely” shortly after the theft.
- Even without the original SIM, if the device ever powers on and touches Wi-Fi or a cell tower, location data can sometimes still be pulled with the right legal authority.
Yet McSweeney was issued a **new device with the same phone number the very next day**.
For any normal user, getting a replacement SIM on the *same number* after theft is routine: you contact your network (EE, Vodafone, O2, Three etc.), provide ID + crime reference number, they deactivate the old SIM and issue a new one — often same day or next-day delivery. The old SIM stops working immediately to prevent fraud.
Here, though, the phone was on a **government/Whitehall contract**. Reporting the loss “to No 10” triggers internal security protocols (remote wipe, new hardware issued under departmental control), but it does **not** automatically mean the network provider was asked for a standard consumer-style replacement SIM on the *stolen physical device*.
Instead, the sensible security move is exactly what happened: kill access to the compromised handset entirely, issue fresh hardware, and port the number across. That way the sensitive WhatsApp thread with Lord Mandelson (and anything else not backed up elsewhere) stays on the now-unrecoverable original device.
So yes — the hardware was traceable/blacklistable, but the priority clearly wasn’t “let’s keep using the snatched phone with a new SIM while hoping police recover it.” It was treated as a serious security incident from the start, not a routine street crime to be chased for data recovery.
Convenient timing for the ongoing transparency row? Critics will certainly say so. But procedurally, moving to a clean device with the same number the next day is exactly how high-security government comms are supposed to handle a snatch theft.

The theft of the work device means that McSweeney’s WhatsApp messages and texts to Lord Mandelson, the former ambassador to the US, cannot be retrieved. It has led critics to question whether the phone was stolen
The State of It, the political podcast from The Times and The Sunday Times, can disclose that McSweeney told police the phone was taken by a man wearing a balaclava on an electric bike.
The man grabbed it out of his hand as McSweeney was responding to text messages and cycled off. McSweeney gave chase but was unable to keep up
Scotland Yard has a record of the incident but did not carry out any formal investigation. Officers did not speak to McSweeney directly because they were too busy. He was given a crime reference number and the case was closed
McSweeney reported the theft of his phone to No 10 and the device was shut off remotely. He was given a new device with the same number the next day.

POST OFFICE SCANDAL IS NOT OVER
It spread into their homes, their marriages, their children's lives, their health. In many cases it spread into grief that never left.
Now the government's answer to those families appears to be a flat-rate payment. Years of suffering reduced to an administrative shortcut.
Families lived through prosecutions, bankruptcies, stigma, and lasting harm. Many no longer have the documents the state now expects them to produce. Not because they were careless.
So the message now seems to be this. Take a standard sum. Ask no difficult questions. Move on.
Redress should reflect the reality of harm. It should not depend on whether a family still holds medical records from years ago. It should not be shaped around what is easiest for officials to process. It should be shaped around truth, loss, and accountability.
Speed is not the problem. Using speed as an excuse to undervalue suffering is. Compensation should never become a discount exercise for institutional failure.
The Post Office scandal was built on denial, delay, and bureaucracy.
Families deserve better than this!
