The 10,000 Punk image hash is saved within the contract's storage.
Individual Punks only make reference to coordinates within that image.
The reason Punks are Punks is not because they are onchain, it's because of how innovative the smart contract marketplace and concept of collecting pfps via token ids was at the time.
