It states if the run up is complete, in the video he completes his run up so can be deemed feinting to trick the keeper. Strange not to just shoot and retake if needed

@trimo88 @RochdaleFan @mightydaleRafc @TheDeckNL Thats only the law if he actually makes contact with the ball and the penalty is "taken". The law says the ref can discipline the player before again signalling the penalty to be taken.
