Every other feature of the Devil Tyrannosaur is that of a Tyrannosaur. The horns come from the fact that its called "devil dinosaur" so it only makes sense to give it devil horns (like daredevil). It wouldnt be the first time it got horns.

A little fun fact about me and my love for Devil Dinosaur. I was introduced to this lovable beast in that one shitty Hulk cartoon He comes from the Savage Land, not Dinosaur World, Moon Boy plays no role in his origin, and Moon Girl didn’t exist yet He’s the Hulks family dog
