So many cosmopolitan cities with many ethnic background have been living with one single default language (local) forever - New York/London - English, Paris - French - everywhere. You will never expect a random person to know your non-local language in these cities. Still they are cosmopolitan. But in Mumbai street language changed from Marathi to Hindi. Now that has become the yardstick for being cosmopolitan in India. Hyderabad / Kolkata has added Hindi/Urdu - same language - as another street language without any resistance. Now people assume unless you change your language to Hindi or at least add as an additional street language ("Hindi - Rashtra basha - which is not true - and so I have a right to demand that you speak Hindi" attitude) in India, you are not cosmopolitan. Accepting a new or add a non-local language as the default language has never been the yardstick anywhere in the world for being cosmopolitan. Bangalore need not become Mumbai, not accept Hindi but still can be the most cosmopolitan in India with one single language - Kannada like everywhere else in the world. @grok supports my point.

“Learning multiple languages is a skill” - its a myth pushed in Karnataka. Look at Tamil Nadu - it has outperformed Karnataka on many social indicators while sticking to 2 langs. Same is true for most of economically progressive language based countries in Europe and eastern Asia. Skill is the real thing. language without skill doesnt add much value. #TwoLanguagePolicy

There is a widespread misconception among Indians that high FSI requires more investment into public transit. It's actually the opposite. High FSI densifies cities (sky is free real estate) and raises its logistical/operational efficiency, thereby reducing the overall expenditure per per person needed for public transit. PS: High FSI otoh will induce further demand (Say's Law) by attracting migrant workers into the city which increases strain on public transit but the per-person spending will still remain low. Cities are labor markets, it should attract migrants.

My take on India's urban problems: 1. Most urban functions are outsourced to parastatal agencies that report to the CM. 2. Cities carry the majority of population but don't have enough funding from states. States are hypocrites: They want the finance commission to give them money from the Centre but won't do the same for their cities. 3. Low FSI means housing costs are insane. Builders have to purchase FSI making formal housing expensive and increasing the number of slums. 4. Low FSI also means a ton of sprawl. That means you have to build much more infrastructure that is funded by an even smaller tax base. 5. Mayors are mostly showpieces in that they don't have real executive authority.
