Today, DG of Policy, Planning and Risk Reduction; Adalbert RUKEBANUKA, attended the 2026 Annual Meeting of @ZEPRE_PTAReins in Kigali, bringing together government officials, regulators, industry leaders, development partners and the private sector to advance Africa’s insurance ecosystem for economic resilience, with a focus on inclusive growth. He participated in a high-level panel on disaster risk financing and inclusive insurance solutions, highlighting the impact of disasters on public infrastructure, the role of insurance in protecting government budgets, and the need to integrate risk financing into national economic frameworks. Discussions also emphasized coordinated approaches, including regional risk pooling and stronger regulatory systems. The dialogue generated actionable insights on policy reform, climate and disaster risk protection, and innovative insurance models, alongside strengthened commitments to mobilize partnerships and scale resilient financing solutions across Africa.

PUBLIC STATEMENT

Today, Minister Maj. Gen. (Rtd) Albert MURASIRA, together with MUKANDAYISENGA Antoinette; the Mayor of @NyabihuDistrict, conducted a field visit to Gisuma Mountain in Shyira Sector, where a geological phenomenon characterized by mudflow affecting over 8 hectares is posing a threat to nearby communities and public infrastructure. During the visit, he assessed the situation and directed technical teams from MINEMA and relevant institutions to develop actionable measures to mitigate potential risks and prevent loss. The Minister also visited the Jaba site in Mukamira Sector, where 76 houses are under construction for families affected by the 2023 floods. He emphasized the need to accelerate construction works to ensure timely handover to beneficiaries in urgent need of shelter.

Today, Minister Maj. Gen. (Rtd) Albert Murasira, together with @rnyirishema, Executive Chairperson of @RwandaWater, visited the Nyabarongo II Multipurpose Project to assess progress and engage with implementers. Discussions emphasized the need to integrate disaster risk reduction and prevention measures across all project phases. The construction team welcomed the visit, reaffirmed the project’s resilience to disaster risks, and committed to implementing the recommendations provided. The visit follows last week’s field visit to Muhanga District, where the Minister assessed the status of the Nyabarongo I Hydropower Project along the Nyabarongo River, focusing on associated risk mitigation measures, as well as progress on the Mubuga TVET construction in Karongi District under the Jya Mbere Project (Socio-Economic Inclusion of Refugees and Host Communities).

Today, PS @NgogaAristarque received H.E. Amb. Khalid Musa Dafalla Musa, Ambassador of the Republic of the Sudan to Rwanda, for a courtesy visit. Discussions focused on strengthening bilateral relations by exploring strategic areas of possible cooperation on humanitarian matters between the two nations. Both parties expressed a commitment to continued engagement on shared interests and fostering a collaborative partnership.

Today, PS @NgogaAristarque opened a four-day technical workshop on multi-hazard risk assessment, advancing multi-hydrological models and interoperable platforms for flood early warning and anticipatory action in the Nile Basin. Held under the Water at the Heart of Climate Action initiative, the workshop brings together experts from Rwanda, Ethiopia, Uganda, South Sudan, and Sudan to strengthen risk assessment and enhance forecasting systems. He emphasized the shift from forecasting weather events to predicting their real-world impacts by integrating hazard, exposure, and vulnerability data to generate actionable risk information that save lives and livelihoods. Partners including @WMO, @UNDRR, @IGAD_CPAC, @FacultyITC and the Red Cross are collaborating to refine forecasting systems, validate shared visualization platforms, and link forecasts with risk data to enable effective impact-based early warning and anticipatory action.
