Maybe I’ve spent a few too many years of my life in LLC land but “Spin up an entity to house a copy of the constitution with another entity sitting on top of it which advises it but doesn’t have any ownership right” doesn’t even seem all that weird.

A Georgia law to require candidates for office to be drug tested was struck down b/c that "special need" didn't exist. Chandler v Miller, 520 U.S. 305 (1997)
