इससे गिरा हुआ और क्या काम होगा कि मोदी सरकार महिला आरक्षण को बहाना बनाकर देश का विभाजन करना चाहती है, संघीय ढांचे और संविधान पर प्रहार करना चाहती है? 🔺30 महीने पहले जब सितंबर 2023 में नरेंद्र मोदी की सरकार महिला आरक्षण बिल सदन में लाई थी तो सबने एक स्वर से समर्थन किया था. लेकिन यह भी कहा था कि इसमें परिसीमन, Census जैसी शर्तें मत डालिए. हमने कहा था तुरंत महिला आरक्षण दीजिए, जिससे 2024 के लोकसभा चुनाव में बड़ी संख्या में महिलाएं चुनकर सदन में आयें. लेकिन तब सरकार ने विपक्ष के सुझाव की अनदेखी की थी 🔺अगर हमारा सुझाव माना गया होता तो ना सिर्फ लोकसभा में बल्कि महाराष्ट्र, हरियाणा, बंगाल, केरलम, तमिलनाडु, पुडुचेरी, असम ,ओडिशा, आंध्र प्रदेश - जहां-जहां विधानसभा चुनाव हुए हैं - वहां पर आज महिलाओं की अच्छी खासी संख्या होती और आधी आबादी का बढ़िया representation हो रहा होता 🔺लेकिन BJP का महिलाओं से कोई लेना-देना नहीं है. 1989 में जब पंचायती राज में महिलाओं के आरक्षण के लिए पहली बार राजीव गांधी जी संसद में बिल लाए तो उसके खिलाफ BJP के दिग्गज नेता अटल बिहारी वाजपेयी, लालकृष्ण आडवाणी, राम जेठमलानी और जसवंत सिंह ने वोट किया 🔺लेकिन उसके बाद 73rd और 74th संवैधानिक संशोधन करके कांग्रेस की सरकार ने पंचायती राज में महिलाओं का एक तिहाई आरक्षण सुनिश्चित किया और आज हमारे पंचायतों में 15 लाख निर्वाचित महिला सदस्य हैं 🔺BJP बार बार यह सवाल पूछती है आपने 2010 में क्यों नहीं कर लिया? हमने बहुत कोशिश की, हम पूरी तरह से प्रतिबद्ध थे. अगर हमारे पास पूर्ण बहुमत होता तो हम 2010 में यह काम बिल्कुल कर लेते. लेकिन हमारे पास absolute majority नहीं थी, हमारी घातक दल की सरकार थी. लेकिन BJP के पास 2014 और 2019 में प्रचंड बहुमत था, आपने तब महिला आरक्षण क्यों नहीं लागू किया? इसका 2019, 2024 लोक सभा चुनावों के साथ सभी राज्य की सदनों को फ़ायदा मिला होता - कितनी सारी महिलायें निर्वाचित हो पातीं 🔺इसीलिए आप महिलाओं के पीछे छिपकर इस देश का विभाजन मत कीजिए ▪️अब असल मुद्दे की बात करते हैं क्योंकि महिला आरक्षण मुद्दा नहीं है - उस को हथियार मत बनाइए. इस देश की आधी आबादी आपकी सारी कुटिलता, आपकी सारी शकुनि चाल समझती है ▪️सरकार का असल मंसूबा परिसीमन - delimitation है ▪️सरकार बिल लाकर Articles 55, 81, 82, 170, 330, 332, 334A का संशोधन करना चाहती है ▪️अब परिसीमन कब होगा और कौन सी जनगणना का इस्तेमाल होगा इसका फैसला संविधान नहीं बल्कि सदन में एक साधारण से बहुमत से तय हो जाएगा ▪️इसी के चलते 2011 के Census को इस्तेमाल करने की बात हो रही है. 2011 के जनगणना के आंकड़े अब बहुत बदल चुके हैं. 2011 के Census के आंकड़ों के चलते आज 10 करोड़ लोगों को खाद्य सुरक्षा का फायदा नहीं मिल रहा है ▪️2011 के आंकड़े पर SC, ST और महिला सीट किस आधार पर निर्धारित हो पाएंगी ▪️यह परिसीमन पूरे देश में आशंका का माहौल बना रहा है. दक्षिण के सारे प्रदेशों का आनुपातिक प्रतिनिधित्व कम हो जाएगा, जिससे उनकी आवाज़ और मुद्दे दब जायेंगे ▪️543 की लोकसभा में दक्षिण के राज्यों का proportionate representation 24.3% है जो कि 850 की लोकसभा में घटकर 20.7% रह जाएगा ▪️जबकि 5 उत्तर के राज्यों का प्रतिनिधित्व 37% से बढ़कर 43% हो जाएगा. इसी के चलते दक्षिण भारत के राज्य आक्रोशित हैं, वहां पर लोगों के बीच नाराज़गी है ▪️BJP ने परिसीमन पर अपना चेहरा और अपनी मंशा असम और जम्मू कश्मीर में दिखा दी है. जहाँ पर किसी क्षेत्र में 8 लाख तो कहीं 25 लाख तक वोटर हैं, कहीं एक एक लोक सभा में 6 तो कहीं 12 विधान सभाएं हैं. सारी क़वायद काट-छाँट करके अपने हिसाब से क्षेत्र बनाने की है - जो अब BJP पूरे देश में करना चाहती है 🔹मोदी सरकार जाति जनगणना से भी मुँह मोड़ रही है. RSS और BJP हमेशा से जाति जनगणना के खिलाफ थे. वो तो राहुल गांधी के चलते उन्हें एक साल पहले जाति जनगणना को मानना पड़ा 🔹 जब जाति जनगणना हो रही है आंकड़ें 2027 में आ जाएँगे - तो बिना उसका संज्ञान लिए परिसीमन क्यों किया जा रहा है? 🔹जाति जनगणना होगा तो पता चलेगा कि देश में SC, ST, OBC की कितनी आबादी है. जैसा कि तेलंगाना के और बिहार के caste survey में पता चला 👉इसीलिए हमारी माँग है कि OBC महिलाओं के लिए महिला सीटों आरक्षण सुनिश्चित किया जाये 👉इतने बड़े क़ानून से पहले देश भर में आम राय तो बनाना दूर, सरकार ने एक सर्वदलीय बैठक तक नहीं बुलाई 👉मोदी सरकार की यह शकुनि चाल है, जो महिला आरक्षण के पीछे छिपकर राज्यों के साथ सौतेला व्यवहार, संघीय ढांचे पर प्रहार, और संविधान पर हमला करने की एक नापाक कोशिश है 👉लेकिन मोदी जी महिलाओं को मूर्ख समझने की गलती कर बैठे हैं
