It starts off-chain when purchased with Stars. From there, you can move it on-chain as a sealed pack and even sell or trade it unopened. If you decide to open it, you can burn the pack to reveal its contents. After revealing, you can deploy the stickers on-chain once more to make them tradable. The process is explained in more detail in the Stickerverse FAQ on veve.me/stickerverse section 15.
