Picture 1: they're looking at the bullet points showing $21m for SRR, and rest for other programs. But in the table above you see SRR is $69m. I think the correct way to read this is the other 2 programs are also being used for SRR, i.e. buying the SRR drones for both the COTS (commercial off the shelf program) and the Company Level SUAS program. See support in picture 2: the more detailed budget says even though funding is budgeted for 3 programs, the secondary distribution, which means the actual usage of the funding (as far as I understand it) is for SRR only.
