Unbelievable! You mean her adopters just turned him loose? The cops should be sent to their door without delay and issue them a citation and court date. This is so unfair to the poor dog. He very easily could have been killed in traffic. We need to work extra hard to get him into a safe place. Fingers crossed he will interest one of the wonderful local rescues like @AmsterDogRescue.
