What do you not understand about "Institutional revenues are fungible"? Federal F&A charges are massively in excess of actual indirect costs of research. They are charged fraudulently, are awarded fraudulently, and are used as slush funds to support non-research operations.

Vivek's statement is more accurate than Hotez's: indirect costs are often used as a slush fund for non-research-related expenses (though its unclear to what extent). I hope the new administration considers reevaluating indirect costs rates.

@vsv512 @Bryce_Nickels Institutional revenues are fungible. Institutional revenues from F&A charges fill slush funds that pay for executive administrators, DEI programs, multi-million-dollar athletic coaches, athletic stadium construction, and debt service. They are a colossal fraud.

They do not include the facilities that are needed to do the work, the power, heat, water etc and the administrative structure for operations. That’s the F&A. A bargain
