Were police assessing just what they needed resource wise to ensure that mob could be if necessary forced off that monument and safely for everyone, or should they risk being told "No" without the physical numbers to make it otherwise. Or simply surrender to the understandable, but unhelpful passions of one individual until they were, driven by his emotions to act they find those intent of causing offence and in that moment of overwhelming numbers those officers are for a while anyway overborne. Yes there would ultimately be a consequence but in that moment that group will have sensed physical victory and that heady feeling would not disappear when the next time arrives, and it will.
