Law enforcement officer doesn’t always mean police. In NY for example we probably have the most law enforcement agencies anywhere but most are certified peace officers with very narrow law enforcement authority. Many are only law enforcement while on duty in uniform. Police are police 24/7 on and off duty. Big difference.
