@willpeeblesSMN Mostly voter education. We don't do well as a state (or Nation) with voter education. There are still so many folks who don't understand our current laws. This would add to the confusion and, most likely, conflict.

County made a counteroffer to the city's LOST proposal just now, pretty close to what city approved yesterday, but with a faster escalation to 31%. Cities' escalation will take 5 years to reach 31%: 24%, 26, 27, 29, 31 County's will take 4, and starts higher: 26%, 28, 28, 31
