(Note Total certificates issued in EWS,SC,ST region wise K vs J ) Only 4000 odd people from kashmir division have been able to make ews certificate in past 5 years compared to 40,000+ in jammu. This is not just about a few fake EWS certificates. The real issue is the deeply flawed EWS criteria in J&K. If EWS is meant for 10% of the population, at least 15 lakh people in J&K should qualify. Yet an arbitrary residential asset condition (1000 sq ft) has made the quota virtually inaccessible for genuinely poor families; especially among the Kashmiri ethnic population, where even the poorest often exceed this vague threshold. We raised this issue with the government over a year ago. No corrective action has followed.
