Kay, don't let them get away with it. Make them pay."* He took his own life so that his **life insurance payout** could fund the legal fight he couldn't afford while alive. Kay honored his last wish. She used the insurance money to hire lawyers and fight the IRS in court. **She won.** A court found that the Councils never owed the money. The $300,000+ bill that destroyed her husband was wrong all along. The IRS had driven a man to his grave over a debt that didn't exist. Kay's testimony and the story of that suicide note helped spur the IRS Restructuring and Reform Act of 1998, which shifted the burden of proof onto the IRS in certain disputes. It took a man's death to force the agency to prove you owe something before they take everything. Alex Council was right. He just didn't live to hear a court say it.
