TMX is often used as proof that Ottawa blocked Alberta. The record shows the opposite. Ottawa approved TMX in 2016. Private capital stepped back in 2018, well after federal approval was already in place. Canada then bought the project, organized delivery through Trans Mountain Corporation, carried the risk, addressed the legal and consultation delays, corrected the process failures, and delivered Alberta’s pipeline to tidewater. It did so after the 2014 oil-price collapse, in a lower-price era, as climate risk and competing energy technologies became more central to investment decisions.
