Footage Shows Deputy KICK Man During Traffic Stop | Sacramento County
On March 10, 2020, Deputy Wright assisted the Post Release Community Supervision (PRCS) joint task force with detainging Mr. Brandell Sampson. During the incident, deputies conducted a felony vehicle stop of the vehicle Sampson was driving and directed him out of the car. While approaching Sampson to handcuff him, Deputy Wright deployed a Taser at Sampson and then kicked him in the lower back. Once Sampson was on the groun and deputies were attempting to handcuff him, Deputy Wright then hit Sampson on the head three times with the handle of the Taser.
On March 17, 2020, the Sacramento Sheriff's Office was made aware by local media news stations that a recorded video of the task force detaining Sampson was circulating and shared on the social media site Instagram. On March 18, 2020, the Professional Standards Division received and email complaint regarding the manner in which Deputy Wright detained Sampson as seen on the video. The complaint alleged Deputy Wright used poor judgement and behaved unprofessionally when he "sucker kicked" Mr. Sampson. The complainant thought Deputy Wright's actions tarnished respect for the Sheriff's Office.
The facts of the case determined on March 10, 2020, Deputy Wright was doing a ride along with the Post Release Communiy Supervision (PRCS) joint task force. Deputy Wright was partneded with another deputy who was regularly assigned to the PRCS team. Deputy Wright's regular assignment is that of a Problem Oriented Policing (POP) Officer, assigned to the North Division.
While Sampson remained standing with his hands on top of his head, officers made their approach to detain him, when Deputy Wright made the decision to discharge his Taser, striking Sampson, The Taser had no effect as it attached to Sampson's jacket. Deputy Wright then kicked Sampson, causing Sampson to move forward. Officers took Sampson to the ground where officers observed him conceal his hand toward his waist. According to Deputy Wright, he struck Sampson's head with his Taser three times because he feared Sampson was reaching for a weapon. Once he struck Sampson with the Taser, Deputy Wright said Sampson released his arm which allowed officers to handcuff Sampson.
