The political and legislative work to establish state police must be accelerated. Our local security outfits should be empowered more with training, retraining and ammunitions. 4. Cross-state security coordination needs to be institutionalised. It should not activated only in crisis mode. 5. Community engagement and intelligence networks is urgently needed. Local hunters, farmers, and herdsmen know the park far better than any external security force. Formalising and compensating these community informants, as some states have already started doing, creates a superb human intelligence network. 6. Investment in the communities surrounding the park will reduce the pool from which criminal networks recruit and the number of locals willing to provide them with logistical support. Schools, markets, roads, youth employment is a security measure. Bandits and kidnappers won't stop, unless they're stopped.
