During a press conference at the Central Election Commission headquarters in Gwacheon, Noh bowed his head and said, “An unacceptable incident occurred that infringed on citizens’ precious right to vote.” He also announced that Secretary-General Heo Cheol-hoon would step down alongside him. The ballot shortage caused long lines and left some voters unable to cast ballots, particularly in Seoul’s Songpa-gu (including Jamsil) and other districts. The chaos has fueled accusations of election mismanagement and, from some quarters, claims of electoral fraud. The core of the controversy lies in the timing of Noh’s departure. His term as a Supreme Court Justice ended on March 3, 2026. Due to delays in appointing a successor, he remained in the Election Commission chairmanship on a temporary basis specifically to oversee the June 3 local elections. It was widely understood in political and election circles that he would naturally step down once the elections concluded. Critics argue that by framing his resignation as taking responsibility for the “fraudulent” June 3 elections, Noh is attempting to portray a scheduled departure as an act of accountability. Opposition parties and civic groups have described the announcement as “empty” and “a show,” pointing out that he was already at the end of his extended term. Some have gone further, accusing him of trying to deflect deeper scrutiny over the election management failures by linking his exit to the controversy. The National Election Commission has defended the move, saying Noh is assuming political and moral responsibility as the top official overseeing the elections. However, many observers say the explanation has only intensified public skepticism. The ballot shortage incident, which affected dozens of polling stations nationwide, has already triggered widespread calls for a full investigation, accountability for those responsible, and in some cases, demands for re-voting in affected areas.
