Nationalize the research infrastructure. Take that massive increase, and build institutes that directly hire permanent staff, with budgets. Get rid of the 3-5 year grant cycle and break the power of R1 universities sucking up all of the research $.

If budgets for NIH and NSF increase dramatically... could we talk in advance about not using the money to train more PhD students and postdocs, and instead figure out how to systematically encourage staff scientist positions? Ideas beyond just individual PI decisions?
