It's a tax. All taxes are similar in that they are paid to a government for services that benefit you, and others. If you make more money you pay more in taxes. If you accumulated great wealth you should pay more in taxes too.
Why? Because you proportionately have benefited more from the infrastructure we all helped build. It's not complicated (even if some people want to pretend it's complicated).
