The DIGNIDAD Act (H.R. 4393) is straight-up amnesty disguised with a Spanish name and some fake "border security" window dressing. Republicans won in 2024 to secure the border and deport illegals — not reward 13+ million lawbreakers. Here's the breakdown of the worst parts that betray American citizens:Division A – "Border Security"
Sec. 1122 prohibits immigration enforcement in or NEAR schools, hospitals, churches, courthouses, social services offices, parades, rallies, religious ceremonies, places where kids gather, or disaster/emergency sites unless a senior official approves. This codifies Biden-era sanctuary zones everywhere and ties ICE's hands in everyday America.Division B – The Real Amnesty Core
Dream Act (Sec. 2102–2104): Gives ~2.5 million illegal entrants conditional permanent resident status, then full unconditional permanent residency after just 4 years of ANY income or any post-high-school credential (or claiming "hardship"). Waives almost all inadmissibility and even lets certain criminals stay.
General provisions (Sec. 2203): Prohibits deporting anyone prima facie eligible, cancels existing removal orders, and hands out advance parole + work permits immediately.
Sec. 2206: Creates appeals that block deportation the whole time.
Sec. 2208: Bans DHS from using ANY info from amnesty applications for enforcement — and slaps a $10,000 penalty on agents who try. Once they apply, they're basically untouchable.
Dignity Program (Sec. 2301–2305): 7-year renewable legal status + work permits + travel documents for ~10.5 million here since Dec. 31, 2020. Only ~$83/month restitution, employed (or in school) for 4 years. NO payroll taxes (cheaper to hire than Americans), access to certain non-means-tested benefits, and certain criminals qualify. DHS can't deport or fine anyone who even looks eligible for 2 years. After 7 years: "Dignity Status" treated as legally admitted for green card paths.
This is Trojan horse amnesty: joke fines, fraud-friendly affidavits, immediate work rights, and a setup for eventual citizenship.Other sneaky parts
Sec. 1501–1503: Up to 3 "humanitarian campuses" on the southern border (with 72-hour "rest periods" and fast-track asylum) PLUS facilities in Central/South America and the Caribbean to pre-process more aliens.
Sec. 1511: Codifies the Flores Settlement Agreement — incentivizing child trafficking across the border.
Sec. 1516: 75% student loan forgiveness for law school debt if lawyers represent illegals at these campuses.
Sec. 3112 + Division C: Lets inadmissible/deportable aliens in, terminates removal proceedings, expands chain migration, clears visa backlogs, boosts foreign worker visas, and dramatically increases legal immigration pathways.
Sponsor claims this is a "one-time fix" with "no path to citizenship." Sound familiar? That's exactly what they said during Reagan's 1986 amnesty that legalized 3 million and delivered zero real enforcement.
