Parents Forced 3-Year-Old to Live Propped in Car Seat Inside Junked Vehicle: Police. Idaho Falls police and state child welfare workers showed up at a home January 29th after getting a tip about a little boy in rough shape. What they found, according to court records reviewed by East Idaho News, was the 3-year-old sitting in a car seat inside an abandoned vehicle parked out back. The toddler had bad rashes on his groin and inner thighs, a soaked T-shirt, and a diaper that looked like it hadn't been changed in days. The car seat itself was wet and stained underneath him. An extension cord ran from the house out to the vehicle to power a space heater inside. Officers saw a dog walking right over the child while he sat there, and an unrelated adult was inside the car with him at the time. That person told investigators this setup was the boy's normal daily routine, per documents obtained by the local news outlet. Inside the house things weren't much better. Police described piles of garbage, rotten food, animal feces and urine, bugs crawling around, thick dirt, and cigarette butts everywhere. The boy's bedroom had been turned over to six pets, three dogs and three cats, with animal beds, more waste on the floor, and even a stained queen bed. Jessica Marie Blair and Joshua Charles Foster, both 35, were arrested and charged with felony injury to a child plus animal cruelty.
