The plan is to sow seeds of doubt in blue state elections from now until the 2028 election and then say "See? They've been cheating for years, and now they're cheating to steal the presidential election. Therefore, I'm suspending the election and will remain president until we figure this out."
And then he's never going to "figure this out" and just stay in office.
