First, it was the liquor ban bill, then proprietary rights, and now the administrative reorganisation bill. None of these has translated-or will translate-into law, but these bills are being used to mislead people and take gullible social media journalists for a ride. A party has the power to enact laws when it is in government, because it has the numbers required to pass bills. Opposition parties have no authority to enact laws since they lack the requisite majority. @JKPDP had the ability to enact laws when it was in alliance with the BJP from 2015 to 2018, and earlier with the Congress from 2002 to 2008. Now let us look at the contributions of PDP founder Mufti Muhammad Sayeed as Union Home Minister, and Mehbooba Mufti as Chief Minister, in law‑making for Jammu & Kashmir: #Mufti Muhammad Sayeed# 1. AFSPA: Armed Forces Special Powers Act (AFSPA): His biggest contribution was AFSPA-a law enacted to deny justice to thousands of Kashmiri victims of human rights violations. 2. Disturbed Areas Act: During his tenure as Home Minister, when J&K was without an elected government, Governor Jagmohan enacted the Disturbed Areas Act-a law that gave AFSPA‑like powers to the Jammu & Kashmir Police. The law was first enacted during the six‑month Governor’s rule in 1990. 3. Amendment to PSA: The Governor also amended the PSA to allow Kashmiri detainees to be lodged in jails outside the State in 1990. Mufti Muhammad Sayeed was Home Minister at that time. #Mehbooba Mufti’s contribution# 1 . PSA amendment : As Chief Minister, Mehbooba Mufti amended the Public Safety Act to remove the judiciary’s role in appointments to the Advisory Board-which is meant to act as a check on the government’s use of this stringent law-and left those appointments in the hands of bureaucrats. Ironically, J&K’s Home Secretary was appointed as member of the Advisory Board. By doing away with the High Court’s role in appointments, she turned the Board into a rubber stamp. 2. Property damage law: Her government also promulgated the Jammu and Kashmir Public Property (Prevention of Damage) (Amendment) Ordinance, 2017, making anyone calling for strikes or demonstrations liable for fines and imprisonment of up to five years if public property was damaged. The ordinance was widely seen as an attempt to scare people away from expressing dissent. 3. Constitutional amendment 101: Her biggest contribution was applying the 101st Constitutional Amendment, which took away the erstwhile state’s fiscal autonomy and paved the way for the implementation of the Goods and Services Tax (GST) Act.

5 days since the snowfall & the Dard harie roads are still buried. Locals are forced to pick up shovels to clear the way for stranded vehicles because the department is nowhere to be seen. I urge DC Kup @Shrikant_2191 to intervene immediately. @sajadlone @irfanpanditpuri
