This is called a "parking lot". This lady was obviously confused - something wasn't right here. Sometimes people are capable of "blanking out" at the wrong moments, and doing things they immediately regret. In any case, this woman swerved at the last minute, and it looks to me like it was for the belated purpose of avoiding the victim. Then, instead of pulling a hit-and-run, she stopped immediately. If the idea here is that this was a "hate crime" directed toward the uninvited, unwanted "minority" population of Wales, no dice. That sector of the Welsh population needs to stop using commercial and public resources for unintended purposes. Specifically, it needs to stop clogging streets, roadways, and parking lots, which are meant for the unobstructed movement of vehicles.
