Our grandparents’ “expensive” house in 1950 was ~1,000 sqft. Today’s averages are ~2,500 sqft.
We didn’t just raise home prices, we more than doubled the size of the homes.

Here’s a simple solution. If you don’t like the assessment of your house, you should be allowed to change that assessment to an arbitrarily lower number, provided that you’re required to sell to anyone who offers you say 30% above that number

I don't think it should be age based, but paying for services, most of which are education from which they don't directly benefit, continuously at risk of tax deeding by the local government is a good thing to discuss.
