If the council sees a site is used regularly then cameras could then be deployed, no CC approval should be required. Areas here are used daily but still no covert recordings. You can't just go on hearsay, because someone might have a grudge against another person and falsely accuse them. Actual footage from a self charging mobile robust devises will be indisputable in court of law

A change in legislation is needed to allow LA's to deploy on reasonable grounds without the red tape

A Bulk order could possibly come about via an agreement between all County Councils, regardless of political majority of each, agreeing to a bulk order to bring down unit price and make them affordable.

@LBHF @mervcharles @KeepBritainTidy Massive issue country wide I would hate to estimate the cost nationally. Sadly local authorities take the brunt however few consider that 10% of council tax goes to them. We need to look out snap and report this environmental crime and hopefully catch a few criminals on the way
