UK and Denmark didn’t play due to pro’s being allowed, not due to pro’s not being allowed. They wanted Olympics to be with unpaid players, no indirect payments and strictly amateur players.

UK and Denmark didn't participate in those tournaments (1924 and 1928) because of that rule. Several associations became professional around that time once the WC was established.
